　　二十世紀初期，海盜橫行香港海面。盜匪羅三炮（狄威飾）與奸商周永齡（王偉飾）勾結，深悉貨運行而無往不利，官府為之束手。水師小隊目馬如龍（成龍飾）對官府之政策非常不滿，憤而離職，與師兄卓一飛（洪金寶飾）合謀對付海盜，卓武功高強，惜唯利是圖，與馬如龍合作只因想從中圖利。

　　羅三炮勢力龐大，馬、卓二人屢戢失利。馬龍心有不甘，重新加入水師警隊，與上司洪天賜（元彪飾）及卓一飛三人合力喬裝闖入匪巢，終於將海盜一網打盡。

　　This is Hong Kong at the turn of the century. The South China Sea is crawling with smugglers, cut-throats and pirates and none is more successful than the gang led by the gang led by the notorious pirate Lo. 　　At the turn of the century, the people of China are rising against their Manchu rules. In nearby Hong Kong law and order has broken down. Working hand in glove with the underworld is high police Chun. Chun's misdeeds get the commissoner worried. To curtain Chun, he appoints Dragon Ma(Jackie) as police cheif of a part of Chun's territory. The situation is further compounded by a group of revolutionaries who happen to be a beautiful gifts and the arrival of a Manchu agent whose purpose is tho kidnap the revolutionies.
