天安門事件後，民主運動領袖王小慧及其同伴等三人，逃入廣州外國領事館內，等待前往香港。香港的民運領袖歐陽卓待，計無所出，只好委託省港旗兵擔任營救工作。王等三人，暫住旗兵家中，領頭大兵受到王的感召，漸生情愫。共產黨特務頭子袁天佐與港警分別進襲，幸旗兵及王等及時脫逃至另一據點，旗兵們發生分裂。歐陽安排王等坐貨船逃亡，然而秘密被洩露，袁佔領貨船，守株待兔，大兵聞警營救，其他旗兵亦趕到，一場激戰後，殺盡奸袁黨，旗兵也只遺下大兵及火兩人。大兵與王依依惜別，貨船即行啟程，但大兵與火被港警伏擊，大兵伏屍血泊中，只剩王送他的手錶仍在運行不息……

A group of mercenaries are hired by Hong Kong liberal leader Ouyang to rescue three pro-democracy leaders in China. But Yuan, top security offices, and his men have followed the mercenaries into Hong Kong. The Hong Kong police, meanwhile, are looking for the mercenaries too. Yuan raids the hideout. The mercenaries just manage to escape. They starts quarreling but their leader Da Bing has fallen in love with pro-democracy leader Wang. Ouyang tries to smuggle the trio abroad on a freighter but Yuan occupies the freighter to lay an ambush, eventually, his men and himself are all killed. While the freighter takes Wang away from Hong Kong. Da Bing and the other surviving mercenary are cut down by police ambushers, and killed by them.
