高國雷與李強同在警界任職，交情深厚。一次李強執行任務時犯錯，遭上司責怪，憤而辭職。後李強漸陷財政危機，被迫夥同恐龍等匪徒蒙面打劫珠寶店，國雷發現後大為驚愕。混亂中李強逃走，眾匪再劫另一珠寶店，誤殺店主。國雷為保護李強，在警署作假口供，卻連自己亦受內部調查。國雷弟國文奉命偵查此劫案，其懷疑李強牽涉其中，遂向雷查問，兩兄弟因此引起口角。不久，李強三劫珠寶店，國雷跟蹤，國文也在監視，兄弟倆再起衝突。眾匪懷疑李強串通國雷出賣兄弟，警方亦懷疑國雷是李強一夥。李強被恐龍等人追殺，國雷為救李強假稱知道藏款所在。千鈞一髮之際，警方佈下天羅地網，悍匪則準備冒死突圍……
Lui and Keung are competent constables and good partners. But Keung is fired just because of a minor mistake. Gradually falling into a financial crisis, Keung is forced to commit crimes. Lui wants to help but he himself is trapped and has to face internal investigations. As his younger brother Raymond is assigned to arrest Keung's gang, Lui is put in a dilemma. Finally, Keung promises Lui to self-incriminate, but the gang won't let them be alive.
