美國各地出現氣候異象，不只賭城驚傳龍捲風侵襲，就連芝加哥也飽受熱浪襲擊，不時出現電力中斷情況。為了改善現時狀況，供應該區電源的電力公司主管米治決定輪流分區供電，然而此舉卻改變不了民眾使用電器降低熱浪所帶來的高溫的形勢。

這時，利撒電為了趁此機會大賺一筆，竟利用不安全的電腦科技以降低成本手段，導玫控制電力的電腦系統，隨時可因電腦該客入侵，癱瘓發電系統。為了引起外界注意，集團內部工程師阿丹決定利用病毒攻擊方式，入侵發電系統，只是他萬萬沒想到，正當他癱瘓發電系統，造成全市大停電之際，來自南方的五暴風雨，與來自北方的六級龍捲風等，正準備在芝加哥匯合﹗一場史無前例的天災人禍，即將在芝加爆發﹗
