Hong Kong actor-director Danny Lee's popular image of a hard-boiled law enforcer began with a number of cops-and-criminals films he made in the 1980s, both before and behind the camera. After his Best Actor award-winning turn in Law with Two Phases (1984), he directed the comedy Cop Busters (1985), starring Kent Cheng and Wong Ching, the comic duo of Lee's first directorial hit Funny Boys (1982). Cheng and Wong again play inept policemen here, but this time Dog Bear (Cheng) and Big Mouth (Wong) raise hell in the traffic department. Their superior (Yang Kwan) has had enough of their antics, so they get demoted to the towing team. One day, fumbling through their work as usual, the two find a poor little girl left behind by her relative, and they have no choice but to take her in. The girl's aunt Mary (Elaine Kam) comes to bring her back to Canada, but Big Mouth is smitten as soon as he meets Mary...

　　孤兒院長大情如手足的交通警察狗熊（鄭則仕）、大咀（王青）平日神神化化、烏龍百出，令上司（楊群）非常煩惱，遂降其職調到拖車部。

　　一次行動中，兩人在車裡發現了一女孩∼麵包，由於過度驚慌，麵包不敢吐露身世。二人欲把她送去孤兒院時，女孩透露與其姨Mary的聯絡方法。

　　Mary來港後下榻二人家中，大咀對Mary漸生愛意，還以為Mary亦對自己鍾情，所以向同事宣揚自己即將結婚。當Mary說明已有男友在外國時，大咀聽後大受打擊，衝上天台要跳樓自殺。狗熊、Mary和麵包苦勸無效……

　　"Big Bear" and "Big Mouth" were raised in the same orphanage. They worked in the traffic division of the Police Department for years. They were assigned to the towing cars, by the Divisional Commander. On their first assignment, they picked up a little girl, "Bun", by mistake. To cover up their mistake. Then, they were delighted to discover that "Bun had an aunt, Mary. Typically, Big Mouth mistook Mary's show of affection as show of love during her stay. Big Mouth had no choice but suicide when Mary turned him down. There were just no way to talk Big mouth out of his folly until Big Bear resort to……
