The movie tells the tale of Pandy and Retro, two unlikely renegades who wake up on earth naked and penniless, with no recollection of their past. After embarking on a devastating crime spree for food, clothing and transportation that takes them through the futuristic concrete corridors of downtown Tokyo, they are finally arrested by authorities and charged. Sent to the infamous maximum security prison knows as Dead Leaves, they share their lives with the most fearsome criminals in the galaxy. In an unlikely twist, the pair soon realize that many of the inmates at Dead Leaves are actually clones, born as the result of genetic experiments being conducted by the warden of the prison and his evil guards. Realizing that their chances for survival are slim at best, Pandy and Retro begin to plan their escape....
