Dream of Desire revolves around the complicated love affairs between two guys (Eric Tsang and Frankie Chan) and three girls (1990s Stephen Chow movies regular Sharla Cheung, 1987 Miss Hong Kong Pauline Yeung, and 1988 Miss Hong Kong runner-up Sheila Chan). The delightful romantic chaos are conjured up by famous DJs Chan Fai Hung and Chan Hoi Kei under the direction of O Sing Pui (Golden Swallow).
Frankie (Frankie Chan) and Fat Chiu (Eric Tsang) are poles apart in terms of personality, but they have been best buddies since childhood. Chiu invites the penniless Frankie to stay at his place. Also sharing the flat is his rebellious tomboy friend, Kwan (Sheila Chan). She takes Frankie to a party, where he meets this beautiful girl named Pauline (Pauline Yeung) and falls hopelessly for her. He ditches his girlfriend Sally (Sharla Cheung) in order to pursue his dream goddess, and even encourages Chiu to woo Sally. Kwan is disappointed with Frankie's heartless treatment of Sally. It's only much later when Frankie realize that Pauline has never taken him seriously. Meanwhile, Chiu's sincere confession of love has won over Sally's heart. But when Frankie comes back brokenhearted, she can't help but reconsider whom she truly loves.

Fat-Chiu and Frankie live together on a temporary basis. During their stay at home, they spend time with one of the home-mate Tomboy and consequently build up very close relationship. Sally, who is Frankie's girlfriend, is deeply in romance with Frankie. However, when Pauline, a billionaire turns up, Frankie is crazily attracted by her. He decides to give up Sally. On the other hand, Fat-Chiu immediately proceeds his plan and shows his care and love to Sally. Although Sally is so touched of the sincerity of Fat-Chiu and accepts his offer, she knows she still loves Frankie. Tomboy opines that Sally is damaging female indignity. Likewise, Tomboy also disgraces Frankie as he sacrifices both his lover and friendship simply because of his personal desire. Finally, Pauline opens up that they are living in a complete different world. Frankie is so hurt and becomes furious. However, Sally is still waiting by the door step when Frankie returns home whilst drunk.
