明代正德年間，年青的正德帝（賈一平飾）繼位，由於貪玩，致使太監劉瑾（王剛飾）專權，勾結胡人，企圖篡權。皇太后（斯琴高娃飾）及一班大臣憂心忡忡。
正德帝假借觀賞大同民俗為名，微服到大同，暗中調查劉瑾內外勾結的罪證。不料在鳳臨閣攪進一樁命案，與鳳臨閣老闆娘鳳姐（楊恭如飾）一見鍾情，並在鳳姐的陪同下一起遊玩大同的名勝古跡，歡笑滿途。
劉瑾在京城蠢蠢欲動，使出種種陰謀陷害正德帝。為了得到劉瑾謀反的證據，正德帝與鳳姐惜別，回宮途中佯作中計，欲擒故縱，重用劉瑾。並密謀再回大同，給劉瑾暴露謀反的機會。
再回大同的正德帝與胡人小王子和好，免去了邊關憂患。同時以在大同發現元代藏寶密址為誘餌，使出調虎離山之計剷除了劉瑾在京的勢力，待劉瑾得到急報，班師回京，卻被正德帝帶領的禦林軍截住，展開了一場浴血奮戰……
正德帝欲接鳳姐回宮，鳳姐為顧全大局不從，鳳臨閣被封，鳳姐出家做尼姑，導致了尼姑庵的一場大劫，鳳姐的命運如何？正德帝在江山與美人之間最終又如何抉擇？
