Stephen Shin (Black Cat) produced the 1991 Hong Kong action movie Forbidden Arsenal about illegal arms-dealing activities between Mainland China and Taiwan triad gangs in Hong Kong. Directed by Johnnie To's favorite cinematographer Cheng Siu Keung alongside Yuen Chun Man, the film stars Taiwan action queen Cynthia Khan of the In the Line of Duty series, and here she shows that any comparison with Michelle Yeoh is totally justifiable. The cast also includes Waise Lee, Loletta Lee, Hui Siu Hung, kung fu actors Too Siu Chun and Robin Shou, and the internationally renowned action choreographer Philip Kwok.
Hong Kong super cop Madam Yeung (Cynthia Khan) meets two undercover cops, Taiwanese Cheng (Waise Lee) and Mainlander Hua (Too Siu Chun), in an operation against an arms-smuggling ring headed by Marco. For political reasons, the Hong Kong police demand Cheng and Hua to stop their investigations and leave the Crown Colony, and assign Madam Yeung to watch over them, who are in constant conflicts due to their backgrounds. Cheng begin to develop romantic feelings for Madam Yeung, while Hua finds himself attracted to Marco's sister Edna (Loletta Lee). Can the law-enforcing trio overcome their differences and join forces to bust the underground arsenal?

Inspector Cheng Ao-chun, a Taiwan sharpshooter, is on a mission to investigate an Underground Arsenal on Hai Han Island in Hong Kong. As it has been regarded as a base of co-ordinating all arms deals, Public Security Officer Hua Chun Yung, a nimble fighter from China, is on the same mission. Thus, the two become undercover agents inside the Syndicate. In one arms deal, Cheng and Hua have their identity exposed by Hong Kong Inspector Yeung. Despite the Hong Kong government authorities wish to repatriate them, the two insist to stay on security grounds, Hong Kong government submits but has asked Yeung spy on their movements secretly in the territory. However, the three with different backgrounds confront against each other. Hua gets acquainted and falls in love with Edna, who is the sister of ringleader, Marco. On the other hand, Hua tries to trap Marco through their relationship. Marco is eventually arrested during a fight with Yeung. The four are in deep emotion, as Yeung and Edna see Cheng and Hua off on their homeward journey.
