Stephen Shin (Black Cat) produced the 1991 Hong Kong action movie Forbidden Arsenal about illegal arms-dealing activities between Mainland China and Taiwan triad gangs in Hong Kong. Directed by Johnnie To's favorite cinematographer Cheng Siu Keung alongside Yuen Chun Man, the film stars Taiwan action queen Cynthia Khan of the In the Line of Duty series, and here she shows that any comparison with Michelle Yeoh is totally justifiable. The cast also includes Waise Lee, Loletta Lee, Hui Siu Hung, kung fu actors Too Siu Chun and Robin Shou, and the internationally renowned action choreographer Philip Kwok.

Hong Kong super cop Madam Yeung (Cynthia Khan) meets two undercover cops, Taiwanese Cheng (Waise Lee) and Mainlander Hua (Too Siu Chun), in an operation against an arms-smuggling ring headed by Marco. For political reasons, the Hong Kong police demand Cheng and Hua to stop their investigations and leave the Crown Colony, and assign Madam Yeung to watch over them, who are in constant conflicts due to their backgrounds. Cheng begin to develop romantic feelings for Madam Yeung, while Hua finds himself attracted to Marco's sister Edna (Loletta Lee). Can the law-enforcing trio overcome their differences and join forces to bust the underground arsenal?

私梟活躍,罪案頻生,其中有台灣黑幫與大陸地下兵工廠購買軍火,以香港為交易基地。香港警察楊麗青督察在一次圍捕走私軍火行動中,意外截獲兩個分別是台灣刑警與大陸公安派出的臥底,呈傲群和華志勇。鑑於政治敏感理由,香港警方要求二人儘快回國,並由楊暫時監管他們在港之行動。三位執法者因不同背景產生了不少誤會。華認識了軍火集團主腦Marco的親妹Edna,且墮入愛河。另一方面,楊麗青與呈情感似是而非。經一連串計劃,Marco的地下兵工廠終被殲滅,呈與華亦必需回國,四人無限唏噓。

Inspector Cheng Ao-chun, a Taiwan sharpshooter, is on a mission to investigate an Underground Arsenal on Hai Han Island in Hong Kong. As it has been regarded as a base of co-ordinating all arms deals, Public Security Officer Hua Chun Yung, a nimble fighter from China, is on the same mission. Thus, the two become undercover agents inside the Syndicate. In one arms deal, Cheng and Hua have their identity exposed by Hong Kong Inspector Yeung. Despite the Hong Kong government authorities wish to repatriate them, the two insist to stay on security grounds, Hong Kong government submits but has asked Yeung spy on their movements secretly in the territory. However, the three with different backgrounds confront against each other. Hua gets acquainted and falls in love with Edna, who is the sister of ringleader, Marco. On the other hand, Hua tries to trap Marco through their relationship. Marco is eventually arrested during a fight with Yeung. The four are in deep emotion, as Yeung and Edna see Cheng and Hua off on their homeward journey.

Enjoyable early '90s actioner Customer Review Rated Bad 8 - 8 out of 10
The plot of "Forbidden Arsenal" (a.k.a. "In the Line of Duty VI") is thin gruel, a warmed-over story about police efforts to crack down on a gang that initially runs cop-killer guns into Hong Kong from the mainland, then produces the sidearms right in Hong Kong. The meagerness of the story isn't helped by often mangled English subtitles. However, one doesn't watch a movie like "Forbidden Arsenal" for a deep and meaningful story. One watches it to see excessive gunplay, car crashes, explosions, fast-paced fight choreography, and, most of all, to watch beauteous Cynthia Khan do some righteous butt-kicking. And if that's what you crave, then, my brothers and sisters, you've come to the right place.

Circumstances require HK detective Madam Yeung (Cynthia Khan), Taiwanese Interpol agent Chen Ao Qun (Waise Lee), and mainland cop Hua Zhi Yong (Do Siu-Chun) to team up to fight the ruthless gun-runners. Unfortunately, their endless squabbling and Ao Qun's lecherous behavior crimp their effectiveness. Ao Qun won't stop hitting on Madam Yeung and Zhi Yong becomes distracted by his puppy love for university student Edna (Loletta Lee), who just happens to be the sister of the gun-running gang's boss and girlfriend of the boss's right-hand man. Nonetheless, when push comes to shove (or fist comes to chin), our trio of law-enforcing misfits unite to battle an enemy that may prove more powerful than they anticipated.

Cynthia Khan makes a strong impression, proving once again to be more than capable of keeping up with the guys in the fight scenes. Do Siu-Chun handles his mainland bumpkin character nicely and displays jaw-dropping martial arts skills; let's call him a poor man's Yuen Biao. Also very striking is Garry Chow Ging-Yeung , as the gang boss's right-hand man. With his good looks and quick fighting skills, I can't imagine why he didn't become a star.

Apart from the impressive action sequences, one of the main attractions of "Forbidden Arsenal" is the comic banter among the trio of heroes, which consists primarily of anachronistic jabs at the mainland cop for coming from such a poor and backward country. Twenty years after the movie was made, those jokes at China's expense are a reminder of just how far China has come in such a short time. Another treat are the action sequences shot in parts of the Central district familiar to anyone who has visited the city. "Forbidden Arsenal" isn't art, but it's fun to watch.
