외무대신 일행이 인질로 잡히는 사건이 발생한다. 현장에 출동한 공안 9과의 쿠사나기 모토코 일행은 잡혀 있던 외교관을 무사히 구출해내는데 성공한다. 하지만 9과의 과장인 아라마키는 무언가 석연찮은 느낌에 수사를 계속하도록 지시한다. 문제의 그 외교관은 술을 마시면 시중들던 기생과 의체를 바꿔치며 노는 다소 변태적인 성향이 있는 남자였다. 현장의 CCTV에는 사건이 일어난 그날도 그 외교관이 기생과 의체를 바꾸기 위해 화장실로 갔고, 얼마 후 외교관의 비서가 화장실에서 무엇인가를 보고 놀라서 뒷걸음치다 살해된 장면이 그대로 찍혀 있었다. 이를 통해 공안 9과는 이 사건이 단순한 인질이 아니라,군의 기밀 정보를 포함한 중요 문서를 둘러싼 음모라는 것을 조금씩 밝혀내기 시작하는데...
