高度戒備的化學工廠發生連串爆炸，三名環保激進黨的活躍份子剛好離開現場，大批警察和警衛對他們三人進行大追捕，三人之一的艾利遜因此被殺。激進黨首領亞歷士遂成為頭號放炸彈嫌疑犯，且迅速地遭警方拆彈專責小組成員姬蒂拘捕。亞歷士入獄期間，炸彈狂徒又再出沒，把殺死艾利遜的警衛炸死，炸彈案亦一單接一單。姬蒂和上司湯深信狂徒手中有大量致命的炸彈，危及全城。亞歷士發現原來炸彈狂徒正是他們三人之一的積美，他竟以炸彈來渲洩對政府濫用化學品的不滿、竟以炸彈殺人來替同伴報仇……姬蒂不理湯的反對，堅決聯同亞歷士尋找積美下落……
Three activists from R.A.M. (Radical Action Movement) flee the scene after a series of bombs destroys a heavily guarded chemical processing plant. Helicopters and security guards give chase through the forest until one of the three activists, Alison Carter, is accidentally shot down. Her companions, Alex and Jeremy separate and make their escapes into the nights. Alex, the leader of the movement is promptly arrested by ATF agent in charge, Katie Pryor. However, while Alex is in jail, the security guard that killed Alison is blown to bits in his car. The car bomb is followed by the death of a prominent land developer. Alex sadly realizes that Jeremy is planting the bombs and has gone from blowing up buildings to blowing up people to exact revenge for Alison's death. Over Tom's objections, Katie asks Alex to help them track down the bomber and stop him at all costs......
