該片講述的是清朝康熙年間，奇人歐陽德穿怪服，說怪話，懷怪藝，行怪事，又用奇怪兵器鏟除邪惡之徒，人稱“怪俠”。在解救被忍者追殺的彭朋的過程中，結識了武功高強、性情剛烈的黃天霸、楊香武等人，並一同協助彭朋懲惡除奸，斷案破案的傳奇故事。
福郡王為掩飾兒子淳貝勒的惡行，請來扶桑忍者追殺了解真相的秋官，秋官逃命時跑進一間破茅屋。正當忍者准備對秋官不利時，手持旱煙杆，反穿皮襖，頭戴瓜皮帽，倒騎著木驢的怪俠歐陽德出面解圍。陰險狡詐的福郡王爺又派了一位扶桑女忍者“花九娘”前去暗殺秋官，歐陽德出面保護。彭朋到達三河縣上任後，不畏權貴，秉公執法，怪俠歐陽德帶領楊香武、黃天霸等一班俠客協助彭朋懲惡除奸，斷案破案，大快人心！
