1949年在美國的策動下，青海的馬步芳，寧夏的馬鴻逵等人企圖與新疆的反動勢力勾結，成立伊斯蘭共和國，宣佈脫離中國。如果他們的陰謀得逞，人民解放軍進軍新疆就會成為國際爭端，就會帶來意想不到的麻煩。中共中央、毛澤東主席，當機立斷，決定提前解放新疆。
同年9月，我西北人民解放軍全部殲滅青寧二馬，陶峙岳率國民黨駐新疆部隊和平起義，解放大軍挺進大西北。可是在國民黨的遙控指揮下，一股國民黨殘余勢力繼續潛伏南疆以圖東山再起反撲我軍，而我軍要在根本上解放新疆，必須徹底清除國民黨殘余勢力，在雙方激烈的交鋒中，代號“真神”的疆獨頭子逐漸浮出水面，國民黨殘部被徹底消滅，至此，我西北人民解放軍真正意義上解放了全新疆。
