On the heels of a successful first season and special one-off episode of Koshonin, TV Asahi commissioned both a second season and a film version of the action drama. Yonekura Ryoko returns as Usagi Reiko, a tough police negotiator fighting both criminals at crime scenes and her critics within the police department. In addition to the series' original cast members, the film also features new additions such as Sorimachi Takashi (GTO) as an airplane hijacker and Yanagiba Toshiro (Bayside Shakedown) as an airplane pilot. Directed by TV series director Matsuda Hidetomo, the latest chapter of the Koshonin saga promises to be the biggest and most action-packed chapter yet.
After a high-profile armed robbery, the perpetrators take an entire shopping mall hostage. Despite the negotiation efforts by Reiko (Yonekura Ryoko), the gang blows up the mall and escapes. Several weeks after the incident, Reiko goes on a much-needed holiday, but when she sees a suspicious figure at the airport, the negotiator decides to go into action once again.
