The unprecedented commercial and critical success of To Be Number One (1991) started the wave of biopics of famous outlaws that swept Hong Kong Cinema in the 1990s. The hit film's creators (writer-producers Johnny Mak and Stephen Siu, director Poon Man Kit) and star (Ray Lui) reunited two years later for an even bigger biopic project, a two-part saga based on the life of legendary Shanghai crime lord Du Yuesheng. Also returning were the key supporting actors including Kent Cheng, Elvis Tsui, and Cecilia Yip, and the cast was further reinforced with popular actors Ken Tong, Michael Miu, Carina Lau, and Siqin Gaowa.

The film garnered nominations at the Hong Kong Film Awards (for Best Screenplay) and Golden Horse Awards (for Best Production Design and Best Costume Design). Set in the first half of 20th century, the story details how Lu Yuesheng (Ray Lui) rises to power in the underworld of Shanghai. He begins as a small-time crook, making huge profits out of opium trade, and eventually becomes the godfather ruling the notorious Green Gang, so powerful that even the big shots in the highest political office have to seek his alliance.
