真之の立てた「七段構えの戦策」により、連合艦隊はバルチック艦隊に壊滅的打撃を与え、歴史的勝利を収める。しかし、日本の国力は限界にきていた。ロシアと講和を結んだ日本だが、実状はかろうじて引き分けたというようなものだった。しかし、国内では新聞が「弱腰の講和」と政府を批判し、不満を持つ民衆が日比谷焼き討ちを行ったりした。明治日本という「少年の国」は坂の上の雲を目指し、一生懸命に坂を登ってきた。しかし、その先にあったのは明るい未来だけではなかった。好古や真之のその後の生き方を点描しながら、明治という時代を表現する。
