TVB has made a lot of popular dramas on policemen, from Tony Leung Chiu Wai's Police Cadet (1984) to The Criminal Investigator (1995), a drama focusing on the Organized Crime and Triad Bureau of the Hong Kong Police Force. In view of the program's high ratings, TVB decided to make a sequel to this exceptionally well-received drama in the next year. Starring Felix Wong, Sunny Chan, Kenix Kwok, and Bondy Chiu, The Criminal Investigator features a engaging plot as well as some well-made actions sequences that are rarely seen in TV dramas.

Police inspectors Chung (Felix Wong) and Tai (Sunny Chan) often quarrel with each other, owing to their contrasting personalities, but they form a perfect team at work, complementing each other. At work they strive for the best to combat crime, but after work their private lives are not that fulfilling. Chung cannot forget his ex-girlfriend (Kenix Kwok) who is now married to a rich man, while Tai falls in love with Chung's sister (Bondy Chiu), but their relationship consists of more quarrels than sweetness.

黑勢力步步進逼，反黑雙雄嚴陣打擊！

反黑雙雄王志淙(黃日華)與林永泰(陳錦鴻)同屬有組織罪案及三合會調查科，簡稱O記部門，二人性格迥異，常發生爭執，但工作上卻不失為一對好拍檔。淙雖曾調離O記部門，但後因與黑幫大火併而被召回，與泰再度攜手對抗黑勢力。淙的同學伍頌蓮(郭可盈)嫁入豪門，重遇淙後，二人從前抑壓的愛火一解即發，但道德的規範迫使二人分手。後蓮離婚又與淙相遇，令淙再起感情漣漪……

Wong Chi Chung (WONG YAT WA) and LAM WING TAI (CHAN KAM HUNG) are officers in the Organised Crime and Tried Bureau in the police force. Though they quarrel a lot, they still make a perfect team. Then, CHUNG asks for a transfer when one of his men dies during an investigation. The team has a big fight with the Triad later. And CHUNG is asked to rejoin the team. He and TAI are once again on the front line.

Meanwhile, CHUNG meets his old schoolmate NG CHUNG LIN (KWOK HO YING), who is married into a rich and influential family. They fall in love in no time. However, as LIN is married, they have to end their relationship. Later when they meet each other again, LIN is divorced. This time, CHUNG can no longer hide his feelings....
