The hilarious comedy All for the Winner introduced us to Sing (Stephen Chow), a special-powered Chinese Mainlander who could use his psychic abilities to destroy his opponents at gambling. Sing has decided to take a trip around the world, but Uncle Tat (Richard Ng Man Tat) gets squeezed by Taiwanese triads, and needs to find a replacement on the gambling green. His solution: to recruit the "Queen of Gambling", a fishmonger named Fanny (comedienne Carol Cheng), a legendary gambler who's really just an accomplished cheat. Meanwhile, the Mainland government is upset that Sing used his powers to earn cash. They decide to bring Sing back, and assign Sing's special-powered sister May (Anita Mui) to do it. But with her psychic abilities, May seems a natural to help Uncle Tat, too. Which one of these gambling goddesses should Tat use? Or can he actually get them to work together? Anita, who has born extra-sensory perception, comes to Hong Kong to bring back her brother Sin, who uses to make a living by gambling there. Do Do, selling fish in the market, claims to be the queen of gamblers. In order to get enough money for curing her brother, she promises Uncle and Shing to take on Hung in the super international gambling match. Anita finds out the fact about Do Do, but she doesn't expose it. In order to win the match, Hung hires a Qigong master to bestow him magical power. Meanwhile, he sends killers to get rid of Do Do. With the help of Anita, Uncle and Shing, Do Do survives from a series of murder attempts and enters the finals, fighting against Hung.
