Concubine Tsi-ha colludes with the prime minister Chu Wai to frame the empress Hoi-suet of hoaxing the emperor with a newborn crown prince Ling-fung, whom is swapped with Chu's daughter Hang-sum at birth. Hoi escapes with Hang-sum in her arms, rescued by a literary minister in distress. The concubine seizes the throne from Emperor Shizong who is poisoned to death. Years later, Ling-fung meets and falls for Hang-sum during a hunting trip in the deep forest. Mistaking them to be siblings, Hoi-suet disapproves and separates them. Tsi-ha sends a troop to capture Hoi-suet and keeps her under lock and chain. Hang-sum unites with a band of righteous outlaws to launch an uprising against the treacherous empress. Ling-fung is abducted to press Hoi-suet and insurgents to withdraw their troops but not before Hang-sum shoots the usurpers dead with arrows. With the death of the emperor avenged, Ling-fung succeeds the throne and marries Hang-sum.
