乾隆（劉永飾）山路上遇馬半仙，被指有牢獄之災，結果乾隆險些因一碗涼粉而下獄。乾隆遇上爛賭青年周日清（汪禹飾），結果被累得沒錢吃飯，皇帝也要被罰劈迆補償。乾隆最後收服周，周因此拜乾隆為契父乾隆與周二人再到某府城，取九千九王爺（田青飾）妓院的皇帝地位，大享風流艷福。
Liu Yung (one of Bruce Lee’s favorite co-stars) takes center stage as the Ching Dynasty title character, who seeks out court corruption with the help of a streetwise youth played by Wang Yu (Dirty Ho). Whether they’re taking on gamblers, bogus magicians, or an arrogant V.I.P., the Emperor and his sidekick teach them all a lesson with wit and style.
