馬如龍（鄭丹瑞）為重案組督察，巧遇暗戀多年之Julia（關芝琳）往舊同學敘會，席間眾同學均各有所成，尤其是馬友友（梁家輝）已貴為助理測量司，而且還是Julia的上司，令龍妒忌萬分。
友返回家，不辛為冷面殺手Peter（黎彼得）所殺，家中牲口一件不留，Julia目睹過程，但逃脫。重案組接手此案，上司鮑魚刷懷疑友之死因與批地收黑錢有關，遂委派龍入地政處當臥底，擔任友生前之職位，而龍之死對頭同事石津（李子雄）則負責保護Julia，石津為人正義，辦案神勇，過份認真，往往把龍顯得相形見拙，而天意愛弄人，石卻喜歡龍之妹馬如風（陳慧儀）……
Introducing Inspector Dragon Ma of CID. A sometimes lovable character although most times he talks too much but does too little. One night, Ma saves beautiful, his old classmate Julia from a robber. So she takes him to a class reunion. There he meets Yu Yu, Julia's superior officer who is high in the Land Department. Soon, Yu Yu is killed by hired hit man Peter. Smelling a big rat, CID assigns Ma to take over Yu Yu's job to help the probe. The investigation is handled by Shek who hates Ma but loves his sister. Now Ma has power. Julia becomes very friendly. That makes Ma's girl friend Nina unhappy. Julia introduce Ma to Tang, a real estate tycoon. Soon suggests Ma do him favors. Ma happily goes along……
