水と人間のありかたを鋭く描く、高畑勲と宮崎駿による異色のドキュメンタリー作品。 市内に無数の小川を抱えた都市・福岡県柳川市。下水道のない柳川市では、ドブ川と化している水路を埋め立てて商業用地に変えようという動きが高まっていたが、役所の一係長の働きにより、水路を浄化して生活に役立てることになった。男は1人で市内の水路の歴史を調べ上げ、埋め立てるよりも浄化して再活用したほうが市民の生活に役立つと逆提案する。それは古くから伝わる"もたせ"というシステムを復活させ、水利と治水を同時に成り立たせようとする案だった。以来、一時は荒廃してドブとまで言われた小川を甦らせる努力が、柳川市民のあいだで着実に進められている…。 ■映像特典：未公開映像
