The 70s had the vibrant angry youth films of Lee Man Hee and Lee Jang Ho, the 80s focused on high teen comedies and melodramas, and the late 90s were dominated by a new generation of films depicting urban alienation. Of these 90s works, the films of Kim Sung Su without a doubt set the standard. Starting as a screenwriter for Park Kwang Su's acclaimed Black Republic and Berlin Report, Kim eventually moved to directing, with 1995's Runaway (starring Lee Byung Hun of A Bittersweet Life) and 1997's Beat showing the first step of this new genre. City of Rising Sun, shot in 1999 as Shiri was breaking the all time box office record, continues this trend of angry youth films.

Former boxing champion Do Cheol (Jung Woo Sung, The Restless) gave up his dream after getting KOed by a younger colleague. Leading a directionless life, he meets the ambitious Hong Ki (Lee Jung Jae, Typhoon), who beyond his flashy appearance, turns out to be a street thug. By chance, Do Cheol meets actress Mimi (Han Go Eun, Love & Ambition) and falls for her. When Hong Ki disappears with all his money, Do Cheol starts looking back at the dream he gave up. It's never too late to become champion again, especially when Mimi supports him.

  Do-chul is a hard luck boxer whose recent string of losses cause him to give up the sport. While visiting a credit bureau on the insistence of the gym owner, he meets Hong-ki who is a habitual swindler proclaiming he'll make a big fortune one day while he always boasts himself he can arrange girls to movies casting. Through Hong-ki, Do-chul meets Mimi, a would-be actress and he gets really attracted to her. Do-chul finds himself still deeply attached to boxing, he begs the gym owner to arrange matches for him. He wants to prove to others that he is capable of being a real boxer and finally...
