In 1986, John Woo's A Better Tomorrow revitalized the careers of Chow Yun Fat and Shaws Brother star Di Lung and spearheaded a new action film aesthetic. The film cemented Chow Yun Fat's status as the top leading man and stamped his suave, blazing-guns image into Hong Kong cinema history. Chow Yun Fat and Di Lung teamed up again in 1988 for Suen Chung's City War, another thrilling ode to ballistic gunplay, brotherly comraderie, and heroic bloodshed.

Unlike A Better Tomorrow, Chow and Di are on the same sides of the law this time, as calm negotiator Dick Lee and temperamental veteran cop Ken Chow, respectively. Ten years ago Ken injured and arrested druglord Ted (Tsui Siu Keung). Upon release from prison, Ted will stop at nothing to exact revenge, including killing Ken's former partner, setting him up in a conspiracy, and brutally targeting Ken's family. The normally controlled Dick goes on a roaring path of bloodshed to protect his friend and right wrongs. Violent, gritty, and filled with high-octane action, City War is a classic Chow Yun Fat film that fans of heroic gunplay simply cannot miss.

  Ten years ago, when Ken and partner Ho Ka Ting arrested a drug dealer by the name of "Ted". In the shootout, stray bullet rendered Ted impotent. Ten years ahead to the present, ho is mysteriously killed on the eve of Ted's release from prison. Ken and Dick, distressed at the death of their colleague wander how the police can keep the public safe, when they cannot even protect their own! The police are in the hot pursuit of the case, and have assembled an elite task force including Ken and Dick. They soon reach a dead end as no evidence turns up. Little do they realize, however, that Ted's brother Bobby hired a hit squad from China to take Ho out as a 'welcoming back' present to Ted....

A gritty, grubby urban action yarn lensed by Shaw Brothers vet Sun Chung, this is one of a number of post-A Better Tomorrow spin-offs, and is identified from the rest of the litter due to its off-kilter story structure and the chemistry between Chow Yun-fat and Ti Lung. Chow plays Dick, a hostage negotiator who wears swanky multi-pleated pants and has a silver tongue for talking down sweaty-palmed potential psychopaths. Ti Lung plays a nub-headed old cop who has been in the force for twice as long as Chow, but whose rank stays low due to his tendency to wave his gun in the faces of volatile kidnappers while screaming at them.

Meanwhile, on the wrong side of the tracks, Norman Tsui gets out of prison and climbs right back into his triad zoot suit, picked up in a limo at the prison gates. Growling at everyone who comes within spitting distance, he quickly teaches his girlfriend how they do things in prison. Ouch. Her feelings hurt, she falls for Dick whom she meets while singing in the kind of bar where everyone swizzles champagne and the ladies wear mesh gloves with jumbo ruffles around the wrist.

Playing as a straight drama for three quarters of its length City War offers three good actors (Chow, Ti, and Tsui) taking turns chewing up the scenery, and each other. When conflicts crop up they are as often resolved through negotiation as bloodshed lulling the viewer into a sense of security that this is nothing more than a tense drama. But it's not. It's a Shaw Brothers movie. Not technically, but Sun Chung got his chops at Shaw, and he knows how to turn on the afterburners. Which, in one sudden burst of bloodshed, he does.

The filmmakers sprung for the family-sized squibs which are held in reserve until the final third of the movie when they explode promiscuously. The bad guys stage the final showdown during an arms deal, providing everyone with plenty of firearms, although Ti Lung and Chow Yun-fat have thoughtfully brought their own. Spurting squibs and blood in a grotty bus terminal, everyone gets punched so full of holes by the end of this film that they look like lawn sprinklers. A serious remake of Tiger on Beat, City War is low-key but lots of fun.
