    HKTV, Hong Kong's youngest television network, has faced an uphill battle in its quest to obtain a public broadcasting license.     The year is 2022, and Hong Kong is on the cusp of deciding on its next Chief Executive. The establishment's preferred candidate, Luk Wai Tou (Savio Tsang) is fending off an extramarital scandal while Legislative Council President Sung Man San (Liu Kai Chi) waits in the wings, hoping to supplant Luk as the government-backed candidate. Meanwhile, Yip Ching (Angelica Lee) is courted to join the race by Cheung Kwai Lung (Gregory Wong), a campaign staffer for her late husband, who won the 2017 Chief Executive election but died on the day the results were announced. Hoping to carry on her husband's legacy and run a clean, fair campaign, Yip Ching nonetheless finds herself increasingly pulled into murky, ethically compromising waters by Sung Man San and the realities of Hong Kong politics.
