人類が故郷の星を追われようやくたどり着いた「約束の地」は、人類の知らない粒子「トラパー」が含まれる大気を持つ星だった。人はその大地に巨大な塔を建て、その下に都市を作り、再び文化を持つに至った。それから数世紀。軍の名家に生まれた青年サムナは「LFOライダーになる」という夢を実現するために、ライダー育成機関「ニューウェーブ（NW）」に入学。チームメイトや上官、そしてトップライダーのルリと出会い、ライダーとして成長を遂げる。卒業試験の当日、ルリはサムナに謎の言葉を残して退学してしまう。残されたサムナはNWで優秀な成績を認められ、軍のKLF部隊へと入隊するのだが・・・。
