　　1947年冬，國民黨軍隊進攻華東解放區，中國人民解放軍為有效殲敵，作戰略後撤。對此，部隊與百姓中有好些人思想不通。為保證戰事勝利，高營長和女村長趙玉敏分別向群眾作解釋。敵人誤以為解放軍不敵敗走，集中三十萬人馬，從三面合圍解放軍。解放軍在大沙河阻擊敵人六晝夜，然後至鳳凰山圍殲已被包圍的國民黨李軍長所屬七個師。高營長奉命搶佔摩天嶺高地，以阻擊前來增援的國民黨張軍長所屬部隊，並全殲李軍長所屬部隊，活捉了李國長。接著，高營長又率部隊乘勝追擊張軍長所屬部隊。趙村長率民兵配合主力，斷敵退路。陷於窮途末路的張軍長所屬部隊企圖以炸毀水壩阻擋解放軍，趙玉敏帶領遊擊隊切斷水壩上的炸藥導火線，保拄了水壩。一場鏖戰，全殲張軍長所屬部隊，生俘張軍長等高級將領。
