　　Assistant Prime Minister Yan Song(Lau Wing) is in power. He is not just trying to rule the country behind the Emperor's back, but also siphon off massive fortunes from the treasury. To amass his huge personal fortunes, Song masterminds a series of frame-up to cover up his crimes. Unwilling to see the Government being ruined by Song, righteous young officer Hai Rui (Chan Ting-wai) determines to weed out the corrupted officials. In the end, Rui accuses Song of ten counts of offenses in front of the Emperor and successfully brogans Song into jail, leaving his good name to go down to posterity.
