昭和27年大阪。戦後の激流で荒れる町に生きる中村篤志(波岡一喜)は、中学生ながら地元の悪ガキを次々と支配下におさめ、70人強の愚連隊を率いていた。怖いもの知らずなタチで、ある日遊び場でイチャモンをつけてきた悪名高き地元組織・明仁会とも大立ち回り。それでも、ケジメをつけにいった先で明仁会会長・愛甲(藤原喜明)の誘いに心を動かされる。「下のモンに飯を食わすんが親分ちゃうか？」組織のもとでシノギを始めた篤志は、生まれ持っての闘争本能で、かねてからの荒くれ仲間と共にすぐに頭角を表わしてゆくのだが。
