ニューヨーク市警のベテラン刑事マディガン（リチャード・ウィドマーク）と相棒のボナロ（ハリー・ガーディノ）は、ギャングのバーニー・ベネッシュ（スティーヴ・イーナット）を追っていたが、不意をつかれ、逃亡を許した上に拳銃を奪われてしまう。やがて二人は、ベネッシュに女をあてがっているチンピラとの接触に成功。ベネッシュへの手がかりを掴むが、その矢先、マディガンの拳銃を使用した殺人事件が発生する。一方、マディガンたちを指揮する警視総監ラッセル（ヘンリー・フォンダ）は、旧友の主任警部チャーリー（ジェームズ・ホイットモア）の汚職事件が発覚したことで頭を悩ませていた・・・。
