Yu Chenglong, a newly posted Commissioner of Justice in Fujian, finds that his predecessor had treated people like dirt and cast thousands of people into prison. Regardless of his personal safety he goes all out to put in word for the imprisoned innocent people before powerful Prince Kang stationed in Fujian. He uncompromisingly struggles against the insidious Le Chun and Ka Lin to save the old and weak from jail. Eventually, Yu Chenglong, by virtue of his uprightness and persistence, brings obstacles to submission and gives peace to people.
