The city of Seattle has been shaken by a terrible killing spree.
Police Officer Jake Riley and his beautiful partner Desiree Rosa have been trying to crack the case for a long time but now Jake is almost ready to retire. When reporters question Jake about the unsolved case he tells them he doesn't mind retiring anyway. He's had enough of this job.
The Killer, Garrotte (Jean-Claude an Damme), has a long-standing vendetta against Jake and decides to make his next murder personal-Jake's mother.
When Jake finds out about Garrotte's plan he enlists the help of a secret government agency. Using DNA obtained from the killer, a Replicant (Jean-Claude Van Damme) is created to help "get into the mind" of the real killer.
The Replicant is physically full-grown, but mentally only a child. Because he has the DNA of a psychotic killer, there may be a great evil inside of him, waiting to erupt.
Racing against time and with the ever-morphing Replicant for a partner. Jake must track down the killer before it is too late.
Otherwise, he may get stuck chasing twice the terror.
