　　Los Angeles. The near future. The city is ruled by a repressive, puritanical maniac known as the Blessed Reverend. His philosophy is simple: the rich are treated like royalty while the poor are treated like dirt. His policemen shoot first and ask questions later. Two brothers hook up with rebels who are fighting to overthrow the Blessed Reverend. They find a videotape that exposes him as a fraud. But when two of the gang are kidnapped by military police, a daring rescue attempt is made and the plot to overthrow the Reverend accelerates and unfolds in front of a watchful nation.
