This story focuses on two "over zealous" policemen. The movie begins with an academic exhibition, due to Yuen Biao "neurotic" behaviour, both Yuen and his supervisor, Captain Mean, are heavily penalized. Lowell Lo is in the midst of a car chase that gets himself involved in a heated argument with police. As though the protagonists are destined to be partners, both of them are transferred to the C.I.D. Captain Mean assigns them a difficult case - "The case of the missing informer". The last person known to have contacted this informer is his girlfriend Lok Siu Fan whom is known as Rosa. During the investigation Yuen Biao falls in love with Lo's sister Wai Ying Hung and Lo becomes attracted to Lo Siu Fan. Eventually, they unravel the mystery behind the case.

Not one of Wong Kar Wai's best moments Customer Review Rated Bad 6 - 6 out of 10
In "Rosa", top cop Inspector Tien (Paul Chun) wants to make a splash by busting a criminal in front of a gaggle of news reporters. Unfortunately, the incompetence of police detectives Little Monster Hsia (Yuen Biao) and Mustache Lei (Lowell Lo) leads to a public embarrassment for Tien. Tien is demoted and Little Monster and Mustache are reassigned to work for him. Tien busies himself by making life hell for Little Monster and Mustache. He assigns them to keep an eye on bosomy model Rosa (Lu Hsiao Fen), who they hope will help them crack a major crime ring. Amid harassment by their boss and dust-ups with the bad guys, Mustache falls head over heels for Rosa and Little Monster is smitten by Mustache's cute sister (Kara Hui).

The script, co-written by Wong Kar Wai (!), is episodic in nature; the movie plays like a related series of comedic skits with very little narrative flow. "Rosa" really only grabs the viewer during the infrequent scenes in which Yuen Biao displays his astonishing martial arts skills. Unfortunately, those rare moments too often are followed by unfunny bits like the overlong mahjong scene. Kara Hui is given nothing to do. Its hard to imagine that the same man (Joe Cheung) who directed this dud followed it up the following year with the galvanic "Flaming Brothers". Special mention must be made of this film's dreadfully cheesy soundtrack music, for which Lowell Lo bears part of the blame.
