It's been five years since suave Japanese Security Bureau agent Lam (Tony Leung Chiu Wai) tore through Tokyo, and now he's back in Seoul Raiders! Directed by Jingle Ma (Tokyo Raiders, Fly Me to Polaris), the film brings Lam to Seoul, hot on the tail of turncoat CIA agent Owen (Richie Jen), who stole "The Avenger", a set of flawless counterfeiting plates designed to wreak havoc on the US economy. Joining Lam are three new female assistants (Choi Yeo-Jin, Cho Soo-Hyn, and Cho Han-Na), as well as JJ (Shu Qi), a female cat burglar who's after the plates too. 이번엔 서울이다! <동경공략>에 이은 통쾌한 액션 대란!

일본 국방외무과 특별수사 요원 람(양조위)은 3천만 달러의 위조지폐 제작 사건을 수사하던 중 미모의 여도둑 JJ(서기)를 만나게 된다. 제조판을 노린 JJ는 람을 배신하지만 한 수 위의 람은 JJ를 보기 좋게 골탕 먹인다. 의기양양하던 람은 오히려 오웬(임현제)에게 제조판을 탈취당하게 되고......

오웬이 한국에 있다는 정보를 입수한 람은 한국에 잠입하여 미모의 여자 첩보원들과 여기에 JJ까지 합세하여 그를 미행하기 시작한다. 한편 오웬은 한국의 위조지폐조직 두목 흑곰, 통역사 킴과 제조판 거래를 시도하던 중 람이 현장을 급습하여 흑곰의 무리들과 일대 격전이 벌어지고 그 사이 오웬은 다시 사라져버린다.

람은 오웬이 CIA요원이라는 사실을 알게 되고 둘은 함께 사건을 해결하려 한다. 그 사이 흑곰은 JJ를 납치하여 제조판을 요구하며 협박하기에 이르는데...... 긴박해진 람과 오웬은 그 동안 베일에 싸여있던 위폐조직의 보스인 북극곰의 실체를 맞닥뜨리게 되고 위폐 제조판을 둘러싼 그들간의 대대적인 혈투가 한바탕 펼쳐지는데......
