Teddy Robin Kwan's 1990 movie Shanghai Shanghai, in the tradition of Hong Kong Chinese New Year films, features a stunning cast that consists of the hottest stars at the time. The late Hong Kong diva Anita Mui, popular singer Sandy Lam, action stars Sammo Hung and Yuen Biao, renowned singer George Lam, and elegant actress Tanny Tien each take up a role in this comedy set in 1930s Shanghai.

Shanghai military official Big Tiger (George Lam) receives an order to protect Mary Sung (Anita Mui), goddaughter of Shanghai celebrity Mr. Chin (Sammo Hung). But she actually has a secret mission to investigate the loss of revolutionary party funds, and begins to suspect her respected godfather. On the other hand, Big Tiger's younger brother, Little Tiger (Yuen Biao), encounters a girl (Sandy Lam) from an acrobatic troupe. He then joins a group of kind-hearted outlaws, creating a big headache for his law-enforcing brother. As if that is not enough, Big Tiger is also torn between the beautiful Mary and a gorgeous social butterfly (Tanny Tien). How can he get through all this in the end?

Little Tiger (Yuen Biao) left his hometown and went to Shanghai staying with his elder brother, Big Tiger (George Lam), who is a police officer. However, he accidentally got involved in robbing the National Salvation Funds. He also met Pao (Sandy Lam), a member of an acrobatic troupe, in this incident. Little Tiger was later invited to work for the triad society due to his outstanding fighting skills and swiftness. Big Tiger was ordered to protect Mary Sung (Anita Mui), the goddaughter of a Shanghai celebrity Mr. Chin (Sammo Hung) and his ex-girlfriend, who came back from America recently. Mary, a member of the revolution party, had been investigating the loss of the Funds. Eventually she found out the in-charge behind the curtain of this robbery was her most respected godfather. Could she bring Chin in front of the law and give back justice? Would Big Tiger and Little Tiger be able to sort out their conflicting identities? Could Big Tiger and Mary be together again?
