真假乾隆一個真命天子，一個布衣百姓，一個風流乾隆，一個才藝郎中，雙龍相會，真假難辨，好戲連台，精妙絕倫……

某年天下大旱，乾隆與和珅到災區求雨，被人行刺，危難之中，郎中洪立代替乾隆引來刺客，立了大功，因此進了太醫院。

洪立又陰差陽錯，治好了太后的心病，因此，深得太后與乾隆的賞織。
此時乾隆已決定巡視江南, 太后擔心他的安危, 於是讓洪立再次假扮皇上, 公開南巡。
洪立以一鄉野郎中, 假扮皇上, 格格不入, 笑話百出。

但他為人善良, 正直, 他看到和珅一手遮天, 打擊忠臣, 便常常利用自己皇上身份跟和珅對著幹。
與此同時, 乾隆則頂替了洪立的身份, 前往揚州, 洪立的妻子大梅與婆婆都在揚州戲班打雜, 乾隆得到她的幫助, 利用戲班作掩護, 暗中調查一件特大的偷稅漏稅的罪案。

原來是乾隆二位弟弟果親王與和親王利用權勢, 勾結和珅, 大肆偷稅漏稅, 將這些漏掉的稅轉嫁給揚州百姓, 官官相護, 誰也不敢追查。

乾隆在大梅的協助下, 抽絲剝繭, 一步一步揭開了這案子。
當上假皇上的洪立, 則在無意中揭開了和珅女兒蜻蜓身世之謎, 並因此與和珅結下仇恨, 原來此事又牽涉到太后殺人滅口的陳年舊案。

二案交集, 風波滔天, 牽連到皇上的母親與弟弟, 就連乾隆自己也剪不斷, 理還亂。
幸虧洪立與大梅挺身而出, 協助乾隆, 機智巧妙地揭開和珅佈置的層層阻撓, 公正地懲處二親王, 還了太后一個清白…
