　　兩千年前，秦始皇滅六國，統一了天下。楚國是被秦消滅的六國之一。楚國名將之後項羽，一心想推翻秦王朝，收復楚地。絕色美女虞姬對他一見傾心。

　　劉邦雖出身市井，但為人重義氣，娶了縣令的親戚呂雉為妻，又交了一幫忠實的朋友。縣令派劉邦帶領囚犯遠征修砌陵墓，因他無法按期到達。最後被朝廷通緝，在眾人鼓勵下，劉邦舉起義旗，宣告反秦。

　　劉邦僥倖先攻下秦國首都，意欲稱王。當項羽也到達首都城外，正準備出兵消滅劉邦。劉邦知道論兵力不是項羽的對手，於是決定將城池洪手相讓，倉惶脫逃，保全了性命。
