乾隆(聶遠)登基還不到一年，便發現糧食生產和國糧儲備皆全面失控。官員貪污成風，加上百年旱災，讓乾隆明白到大清正處於存亡之秋。乾隆乃命劉統勛(王慶祥)為刑部尚書，負責查案賑災之職。延上小人處處，災情百年未癒，勛深感勢單力薄。此際，勛遇上了立志要當清官的米河(王亞楠)。河的父親米汝成(杜雨露)是倉埸侍郎，表面清廉，暗裏實為大貪官。河小時候被父關在書閣內讀書三年，後為民間少女小梳子(李倩)所救。河不負勛所望，將河南百姓從水深火熱中救了出來。河的一生，除了小梳子外，還有柳含月(王海燕)和盲女盧蟬兒(伊春德)兩個女人。月才貌雙全，是成的幕後軍師。成臨死前吩咐月嫁河為妻，然而月後來發現兒懷有河骨肉，毅然跳入一口熬蠟大蝸之中，化成蠟炬。兒自知無法成為河的妻子，將本已恢復了視力的雙眼重又自毀。與河如影隨形的小梳子，為了讓河娶兒而嫁與他人，卻又在成婚之夜悔婚而去……
