雍正駕崩，其子文武雙全的乾隆（萬梓良　飾）登基，親自帶兵剿滅北方部落回紇，並成功奪回可蘭經，重振大清聲威。聞名天下的紅花會盟主韓天仇，集結江湖各路高手方世玉（張國榮　飾）、苗翠花等，為推翻乾隆政權，派人入宮行刺，可惜被乾隆手下揭發。乾隆為了穩固皇位，決定親自混入紅花會大會查找幕後主腦。此時，乾隆下令派人返回紇，向族長歸還可蘭經，並納香蕾公主（馬敏兒　飾）為妃，以重修兩邦之交，誰知香蕾公主對韓天仇早生情愫，但為大局著想，她聽從天仇吩咐，忍辱負重
入宮，與紅花會裡應外合，設法謀朝篡位。

乾隆實為先帝與婢女所生之私生子，而當年雍正的死敵曾靜亦留下一遺腹女 — 輕功了得的空空兒（文雪兒　飾），空空兒誤會下錯將乾隆當成恩人，甘於為他殲滅叛亂的紅花會，卻不知原來
