佛祖座下弟子降龍羅漢因七世情緣未了，下凡投胎於南宋武官李茂春家，取名修緣。十多年過去了，修緣與將門之女錢英定婚，就在迎娶之日，路遇三件怪事，使其頓悟佛緣。在靈隱寺出家為僧，法號道濟。卻因其行為瘋癲“修心不修身”，與山門清規戒律格格不入。所以在外濟世扶分。一日，濟公路過臨安城，得知此縣知府朱大祥與黃捕頭欺詐鄉裡，便決心為民出氣，怎知錢英追至，逼濟公還俗，幸得黃捕頭的妹妹黃月幫忙，才得以脫身。而後，濟公施法借秦檜之名今朱大祥督建雷公橋。因此得罪了惡霸石雄、貪官朱大祥與姦臣秦檜。於是三人便合謀，要除掉濟公。但被濟公反客為主，先是讓百姓當面痛罵秦檜，又在百姓面前揭穿朱大祥等人的“虎神”把戲。更甚的是，掉換了秦檜的隱身衣，令秦檜當滿朝文武大臣和皇帝面前出糗。還讓秦檜夫婦倆在風波亭內向岳飛叩頭認錯。秦檜心有不甘，便請來了大仙翁與七彩散人與濟公鬥法……
