Karl Maka, a faithful and honest constable, was ordered to arrest Dean Shek, a pickpocket. However, each time he was caught, he was released by lack of evidence. Although Dean was a tricky man, the monies he stole from those dirty rich people were spent on the seven poor orphans with whom he lived together in an old shady church. Dean had an intention to buy a house where he could keep more orphans. He therefore used part of the monies to pay by instalment to a landlord for the house. In view of the pressure from his officer, Mak had to follow Dean wherever he went in order to stop him to do his criminal job, and thus he had no money to pay for the last instalment to the landlord.
