故事講述了江蘇沭陽縣馬廠鎮有一群鐵匠手工制造步槍。新四軍派出抗大畢業的江紅纓去組織鐵工會，為新四軍造槍。馬廠的地理位置很特殊，離最近的日軍據點只有六公里，而且國軍、土匪、惡霸各種勢力錯綜復雜，為了保衛鐵工會，江紅纓還組織了一支武裝力量––鐵衛隊，一邊組織生產，一邊和敵對勢力鬥爭。馬廠的鐵匠們在鐵工會的領導下，采用手工方式分散生產，沒有固定的廠房、設備和工人，卻生產出質量不次於三八大蓋的“馬廠造”七九式步槍，被日軍引為心頭大患，沭陽縣守備司令山口用各種手段進行反復破壞、掃蕩，一度佔領了馬廠，而江紅纓、崔鐵飛領著鐵衛隊跟鬼子打游擊，經過多方較量，付出了重大的犧牲，終於將日軍趕出了馬廠。截止到抗戰勝利，“馬廠造”七九步槍生產了七千多枝，在各個根據地的兵工廠中名列第二，為抗戰做出了重大的貢獻。
