Beginning as a food seller at a street stall, Har Jay (Amy Yip) moves her way from low-level prostitution into respected mama-san at a local nightclub. All the while, she meets and loses men, including Blacky Ke Shou Liang as a corrupt cop, Ray Lui as a crime boss, and character actors Paul Chun and Shing Fui On. She also gives birth to a daughter (Gigi Lai, Young and Dangerous), but as time passes, her power and connections begin to wane, and even her daughter begins to resent her. However, if the years have taught Har Jay anything, it's how to survive in her sordid profession against those who would disregard and disrespect her. At once exploitative and wickedly involving, Queen of Underworld is a trashy melodrama about the world's oldest profession - and how one Hong Kong woman makes it her ticket to legendary status.

While watching "Queen of the Underworld", I gained the impression that the filmmakers must have figured that casting Amy Yip as a mama-san and throwing in copious scenes of violence would be enough to put people into theatre seats. Perhaps it was, but it surely isn't enough to create an interesting movie. The film's visual style couldn't be more pedestrian, its script is uninspired, and most of the performances feel like they were mailed in. "Queen of the Underworld" isn't a terrible movie, but it is a tedious one.
