Cha Tae Hyun teams up again with Hello Ghost writer-director Kim Young Tak for Slow Video. Cha plays Yeo Jang Boo, a man whose extraordinary visual acuity allows him to see things in slow motion. His "gift" has also driven him into a closed-off life since childhood when he was teased by his classmates. He can't run, wears sunglasses at all times and knows of the world mostly through watching TV dramas. The socially inept Jang Boo finally puts his talent to use when he starts working at a CCTV control center, where he can still observe people through video. One day, he catches sight of a woman (Nam Sang Mi, Possessed) who looks like his childhood crush, and it prompts him to venture outside of his comfort zone to meet her.

Jang-bu looks like an ordinary boy except he possesses a special talent whereby he could see every moving thing like a slow motion video. Friends teased him by calling 'monster eyes', he spent his younger years staying at home and not go out. Television has been his only friend. Time passes by, and now grown-up Jang-bu works at the CCTV control center which is the best job for him. When he sees people's life through camera, he feels he's sharing their ordinary life that he never had. This new job opens his heart to the world and Jang-bu starts to make some friends out of the control center. One day while unenthusiastically watching passersby onscreen, he spots his first love Bong Soo-mi. Despite being terrible at social interactions, Jang-bu sets out to win her heart.
