The SP saga reaches its epic final chapter with SP Kakumei Hen, the second half of the two-part SP film. Writer Kaneshiro Kazuki (who also wrote the series), producer Kameyama Chihiro, director Hatano Takafumi, as well as stars Okada Junichi and Tsutsumi Shinichi all return to give the action-packed series the slam-bang finale the series deserves. In the final installment (dubbed Episode VI), the tension between superhuman SP agent Inoue (Okada Junichi) and his superior Ogata (Tsutsumi Shinichi) finally comes to a head as the conspiracy that was hinted at in the first film is revealed. Secrets from decades past will be exposed as the two SP agents finally reach their inevitable face-off.

Kakumei Hen begins two months after the events of the first film, with Section Four slowly returning to normal. Inoue now harbors a serious distrust of his commander Ogata, who may have ties to chief cabinet secretary Kunio Date (Kagawa Terayuki). On the day the national assembly is due to pass a vote of no confidence for the cabinet, a group of terrorists invades the building and takes the assembly hostage. Assigned to security in the assembly that day, Inoue uses his extraordinary powers to fight the terrorists and discovers a shocking truth about who's behind the conspiracy.
