The story is set in a fictional world in which rival nations Westalis and Ostania maintain tenuous peace while engaging in espionage against each other. Twilight, a master operative for Westalis, is tasked to spy on Donovan Desmond, the leader of an Ostania political party. In order to have the chance to approach Desmond, Twilight needs to enroll a child into the same elite school as Desmond's son. Taking on the cover of Dr. Loid Forger, he first adopts a girl named Anya who is obsessed with a spy anime. Then he arranges a fake marriage with Yor, a shy city hall employee who is under pressure to get married. She is also a professional assassin. While her new parents remain in the dark about each other's true identities, Anya knows everything because she's actually telepathic!
