In 1992 Busan, National Assembly candidate Jeon Hae Woong (Cho Jin Woong) is ready to end his political career that has hit rock bottom. He thought that he would finally be able to get the assembly seat this election cycle, but instead he got thrown under the bus by Kwon Soon Tae (Lee Sung Min), a powerful shadow figure in politics. Jeon obtains confidential documents about a Busan redevelopment plan involving Kwon, and receives campaign funds from gang boss Kim Pil Do (Kim Moo Yeol) to run again as an independent candidate. Jeon, Kwon and Kim become wrapped up in devil's game of power, money and betrayal that could shake up the election and the country.
