　　北寧年間，一名婦人秦香蓮（李麗華飾）賢良淑德，家裡雖然日子過得貧困，但仍然勉勵相公陳世美上京趕考。陳世美在高中狀元後，獲得皇上妹妹青睞，後其招為婿，陳世美決心隱瞞皇帝，拋妻棄子再娶，當時家鄉發生旱災，陳世美父母雙亡，秦香蓮不得已帶著子女上京尋找陳世美，陳世美不認妻子，相國王延齡同情秦香蓮，主動幫助夫婦團圓，卻遭到陳世美羞辱驅逐。他為了斬草除根，不惜一切派人追殺妻兒三人，後秦香蓮向包青天–包拯告狀，包拯接案開審，決心將陳世美治罪，皇太后與皇姑不忍，要求包拯釋放陳世美，秦香蓮無奈之下只好帶兒女不拾地回鄉。返鄉途中皇姑僱人強搶秦香蓮一對兒女，秦香蓮憤怒，再度狀告陳世美，包拯決定維護國法，恕鍘陳世美……
